Throughout history there have been been Empires rising and falling. Think the Egyptians, Greek, Persians, Romans and British.
These were mostly achieved through their miltary superiority rather than their good will. It is now less likely for an empire to be forged through miltarism (just ask the Germans, Italians and Japanese).
Empires are now more likely to be established through cultural and economic means with the USA the worlds dominant power in this sense.
